Homelessness Assistance
Due to the high volume of requests, the City of Irving has received more applications than we can provide assistance to at this time. As a result, the Homeless Assistance Program (Rapid Rehousing) application has been closed.
This program, also known as Rapid Rehousing, provides housing assistance to Irving residents who are currently homeless using federal Housing and Urban Development Department (HUD) funds.
The City of Irving can rehouse qualified homeless residents and provide short-term assistance with rent payments.

- Be a U.S. citizen or permanent resident.
- Meet a qualified HUD homeless person definition:
- Someone living in a place not meant for habitation (on the street, in a car, in a park, etc.),
- Someone living in an emergency shelter, including a hotel/motel paid by a nonprofit or faith-based organization, or
- Someone who is fleeing domestic violence. Persons fleeing domestic violence should first contact the National Domestic Violence Hotline at (800) 799-7233.
- Provide documented verification of homeless verification (must be from a third-party witness)
- Must be able to pass apartment application rental/background criteria
