Heritage Neighborhood District

The Heritage District has been selected as the second project for the City of Irving’s Neighborhood Planning Initiative.

The initiative is designed to:

  1. Identify community leaders who can assist with outreach, engagement and project implementation.
  2. Identify events, activities and community meetings that staff can organize or participate in to ensure all voices in the district are heard.
  3. Establish projects and future land use changes that will improve the quality of life of people who live, work and play in the district.

Project Status

The Heritage District Neighborhood Plan is in its final stage. City staff are meeting with residents, business owners, and organizations within the district to review and discuss community input gathered through conversations and outreach across the City of Irving, helping ensure the plan reflects shared priorities and neighborhood character.

Outreach and Engagement Support

As part of the Heritage District Neighborhood Plan, the City of Irving hosted two community kick-off meetings to engage residents and stakeholders in shaping the future of the area.


The first meeting took place on April 3, 2024, at the Heritage Senior Center and was conducted in English. The second meeting was held on April 21, 2024, at Saint Luke Catholic Church for Spanish-speaking residents.


Attendees shared their thoughts in small group discussions and through interactive exercises. The feedback collected during these sessions will directly inform the development of the plan’s vision, goals and recommendations.

During the meetings, participants were asked to discuss three key questions:

  1. What do you like about the neighborhood?
  2. What needs improvement?
  3. What would you like to see in the future?
