The Professional Standards Division is overseen by a Deputy Chief and consists of the following units/services:
Policy and Accreditation
The Policy and Accreditation section of the Irving Police Department is dedicated to ensuring adherence to departmental policies and maintaining high standards of accountability through the accreditation process. This section is staffed by a Lieutenant, two Sergeants, eleven Officers, and one professional staff member. One sergeant manages fleet services and the Front Desk/City Hall Unit, while the other oversees the Crime Scene Unit and the Electronic Evidence Unit. The Lieutenant is responsible for auditing key functions within the department to verify compliance with policies and assists in managing these policies, reinforcing accountability throughout the organization:
- Fleet Services is responsible for managing the equipment used by officers. It is staffed by one Sergeant, one Officer and one professional staff member. This unit works closely with the vehicle shop, IT, and the radio shop to acquire and maintain patrol vehicles, as well as to procure specialized equipment. They manage a stock of items such as barrier vests, Narcan, helmets, ballistic shields, Stop Sticks and body-worn cameras.
- The Front Desk and City Hall Unit provides assistance and security for the public visiting the Criminal Justice Center and City Hall. Comprising four Officers—two assigned to City Hall and two to the Front Desk—this unit also ensures security during city council meetings and delivers weekly informational packets to council members at their homes.
- Crime Scene Unit is tasked with the collection and analysis of physical evidence from crime scenes. It consists of one Sergeant and six Officers.
- Electronic Evidence Unit is dedicated to the collection and analysis of digital evidence, the Electronic Evidence Unit is staffed by three Officers.
Personnel Development
The Personnel Development section is charged with recruiting, conducting background investigations, and providing comprehensive training, coaching, and mentoring for both officers and professional staff. This section includes one Lieutenant, three Sergeants, twelve Officers, and two part-time professional staff members.
- The Training Academy delivers essential training to the department. It is led by one Sergeant and includes six Officers. Within this unit, two Officers focus on pre-service training, two on in-service training for current department members, one on force training and one on firearms training.
- Personnel and Recruiting Unit plays a crucial role in the hiring process by conducting background investigations on potential candidates and partnering with Media Affairs to develop effective recruitment strategies. It is comprised of one Sergeant, six Officers, and two part-time professional staff members.
- The Police Training Officer Unit is overseen by a dedicated Sergeant, this unit is responsible for managing, documenting, and coordinating the police field training program. The Police Training Officer collaborates closely with the Training Academy staff, also contributing to the instruction of pre-service classes.
