Third-Party Backup Power


Solar and generator installation contractors can now apply for expedited permits through the City's MGO (My Government Online) permit portal, using SolarAPP+ or other third-party plan review app to provide a code-compliance check for the majority of residential roof-mounted photovoltaic systems and generators.


SolarAPP+ can be used to perform code-compliance and plan review for residential photovoltaic projects up to 38kW and photovoltaic up to 38kW projects which also include Energy Storage Systems (ESS).


Not eligible for the Third Party Backup Power are: Photovoltaic systems above 38kW, Electric Vehicle (EV) charging systems, and Multi-Family or Commercial projects.

Steps for Obtaining an Expedited Third Party Backup Power Permit:

Start with SolarAPP+ (or other 3rd Party)

  1. To start using SolarAPP+, register and submit your design through the SolarAPP+ Webpage. A processing fee will be charged by SolarAPP+. This is separate from the City's photovoltaic permit fee.
  2. Download the approval documents and make a note of your SolarAPP+ approval number. You will need both your approval documents and approval number for the MGO permit portal when applying for a City permit.

Finish with MGO Permit Portal

  1. Once you have your stamped approved plans/documents, you can apply for the permit through the City's MGO permit portal.
  2. Register or login to the MGO permit portal. If you need help, visit our Online Permit & Instructions page.
  3. Complete the Third Party Backup Power permit application in MGO and upload the third party approval documents when prompted.
  4. The permit fee can be paid in the MGO permit portal at the conclusion of the application process. The permit will be issued after payment has been made and the installers' licenses are verified on the state's website (for electrical and plumbing (for generators)).
