Traffic Signal Utility Locates
Before any construction or digging, contact Irving Traffic & Transportation Department and the Texas Excavation Safety System at least five business days before starting any excavations required for the project. This required safety step helps prevent service disruptions and costly damage.
How It Works
The Traffic Signal Operations Division team uses specialized equipment to identify and mark underground utilities with paint and flags BEFORE the start of excavation activities. This ensures existing City utilities can be properly located and protected thus avoiding any unnecessary service interruptions for the City of Irving residents and/or businesses.

Locates should be requested no later than five business days in advance of anticipated construction activities. The Traffic Signal Operations Division may request a representative be present at the time of the scheduled locate.
Franchise permit numbers are required for all locates requested by franchise utility companies. Locates will not be completed without the issued permit number, where applicable. If the form is being completed by someone other than a franchise utility company, please enter YY-000 where YY represents the last two digits of the current year that the request is made.
All traffic signal and/or traffic signal interconnect conduits will be located within the approximate area of interest identified in the utility locate request form so please be a precise as possible with your descriptions accordingly. Such locating does not absolve excavators from the responsibility for damages to lines regardless of the accuracy of the locate or whether or not the City provided such service.
It is the responsibility of the excavator to protect all City infrastructure improvements, regardless of Department, during the course of work and to promptly notify the City of any damages to same if they occur. Contact the Traffic and Transportation Department at (972) 721-2646, the Water Utilities Department at (972) 721-2281, and/or the CIP Department at (972) 721-2611 to report any damages to traffic signal, water/wastewater, and/or storm sewer infrastructure respectively.
