City of Irving Policies


The City of Irving provides a public website to serve as a centralized resource for its operational guidelines, rules and regulations.

Policies Addressing Discrimination

Title II and Title VI of the Civil Rights Act, and Section 504 Rehabilitation Act of 1973 are all civil rights laws that address discrimination, but they differ in their scope and focus.


  1. Title II prohibits discrimination based on disability by state and local government entities, regardless of whether they receive federal funding. For example, Irving continues to identify and replace curb ramps around the city.
  2. Title VI prohibits discrimination based on race, color or national origin against individuals of any religion in programs receiving federal funding. Employment discrimination or hostile work environments are examples.
  3. Section 504 prohibits discrimination based on disability. It allows recipients to use conforming alternate versions of web content or mobile apps only when it is not possible to make the web content or mobile apps directly accessible due to technical or legal limitations.
