In July 2009, the Irving City Council approved a Shopping Cart Ordinance (Chapter 39, Article II) to regulate the abatement and enforcement of nuisance carts in public areas, to include but not limited to public streets, neighborhoods, parks and waterways.
The ordinance was developed with two main goals: to support a clean and safe community and to avoid impacting compliant businesses with regulations.
Shopping Cart Permits
Stores in Irving must obtain a shopping cart permit; permits must be renewed annually.
Permit applications can be obtained from and submitted to the Capital Improvement Department payment window, second floor, Irving City Hall, 825 W. Irving Blvd. Applications also are available online for download. Fee is $100 annually.
